To allow health plan companies to receive reimbursement from the state for 90 percent of the payments made, less any third-party recoveries, for claims incurred in a calendar year for a qualifying enrollee for services that in aggregate exceed $30,000 but not of the payments that exceed $100,000. A process would be established to provide the state-funded reinsurance for small employer health coverage.
